wireless access point - Draytek Vigor2925 router: I'd like to create a split wifi network that operates 9-5 weekdays

I run a coworking space and I'd like to hook a second WAP to my router and program it so it turns on and off automatically so we offer a 9-5 weekday network downstairs in the atrium of our building.

Is this something that can be achieved through the router listed in the title, or any other type of router?

Or is it a WAP requirement?
