How to find out what hotkeys are already set in Windows 7?

So when you make a shortcut (.lnk) in Windows 7 (and 10 really), you have the option of creating a hotkey to call that shortcut without clicking on it by pressing a key combination on your keyboard.

This is great, but if you get a computer or profile that previously belonged to another user, these things can sneak up on you causing unexpected results; for instance I am now dealing with a computer that it seems when I press F2 to rename a file the putty installer starts.

So is there a way to get a list of all the hotkeys that have been set?, using powershell, the windows registry, etc?
